Minutes of Meeting on Tuesday, October 21, 2025
The meeting was called to order by Trustee Wilfred J. Perreault at 7:01 p.m. on October 21, 2025 at Lombard Village Hall, Community Room, Lombard, Illinois.
A notice of the meeting and the Agenda of the meeting was posted on the website and posted at both Fire Stations and the Lombard Village Hall at least 48 hours before the meeting as required by the Open Meeting Act. Attorney Hess reported that there was a quorum for the meeting.
Whereupon, the board considered approval of the October 21, 2025, meeting agenda. Trustee Perreault moved to approve the agenda. Second by Trustee Majcen. Motion carried unanimously.

Others in Attendance: Former Fire Chief Ray Kickert, Fire Chief Richard Sander of the Lombard Fire Department
Whereupon, Whereupon, the board recognized the DuPage County Board’s appointment of Ray Kickert as trustee to fill the vacancy on the board. Attorney Hess administered the oath of office, whereupon Ray Kickert was sworn in as trustee.
Whereupon, there was discussion about the Approval of Minutes from the May 13, 2025 Meeting. Trustee Perreault motioned to approve the minutes subject to the corrections. Second by Trustee Majcen. Motion carried unanimously.
Whereupon, Trustee Perreault made a motion to open the Public Hearing for the 2025-2026 Budget and Levy at 7:06 p.m. Second by Trustee Kickert. Motion carried unanimously.
Whereupon, a Public Hearing was held at 7:06 p.m. on the 2025-2026 Budget and Appropriation Ordinance. Attorney Jim Hess presented the 2025-2026 Budget and Ordinance No, 114 approving the 2025-2026 Budget. No questions or comments from the board. No public comments were made.
Whereupon, a Public Hearing was held on the 2025-2026 Levy Ordinance. Attorney Jim Hess presented the 2025-2026 Levy Ordinance No, 115 approving the 2025-2026 Levy. No questions or comments from the board. No public comments were made.
Whereupon, Trustee Perreault made a motion to close the Public Hearing at 7:15 p.m. Second by Trustee Majcen. Motion carried unanimously.
Whereupon, Trustee Perreault made a motion to approve Ordinance No. 114: the 2025-2026 Budget and Appropriation Ordinance. Second by Trustee Majcen. Motion carried unanimously.
Whereupon, Trustee Perreault made a motion to approve Ordinance No. 115: 2025-2026 Levy Ordinance. Second by Trustee Majcen. Motion carried unanimously.
Whereupon, Chief Sander provided the Lombard Fire Department’s Annual Report to Glenbard Fire Protection District and provided an update regarding the department’s Narcan distribution.
Whereupon, there were no reports or new business discussed.
Whereupon, opportunity for Public Comment was held, with no comments being made.
Whereupon, Trustee Perreault moved and Trustee Majcen seconded a motion to adjourn at 7:20 p.m. Motion carried unanimously.
