Minutes of Annual Meeting - September 10, 2019

The meeting was called to order by Trustee Wilfred J. Perreault at 7:00 p.m. on September 10, 2019 at Fire Station No. 2, 2020 South Highland Avenue, Conference Room, Lombard, Illinois.

Members Present: Wilfred J. Perreault, Trustee, Joseph F. Gribauskas, Jr., Trustee and Dawn Majcen, Trustee were present.

Trustee Perreault called for a moment of silence for the victims of the September 11th and for the first responders.

Member Absent: None

Others in Attendance: Fire Chief Richard Sander of the Lombard Fire Department; Deputy Chief Ray Kickert of the Lombard Fire District and Maureen C. Strauts, Martin, Craig, Chester & Sonnenschein LLP.

A notice of the annual meeting and the Agenda of this meeting have been posted at both Fire Stations at least 48 hours prior to the meeting and the agenda for the meeting and notices of the annual meeting have been posted on the District’s website continuously for longer than this time period. Attorney Strauts reported that the notices of the public hearing on the budget and annual meeting had been published on August 2, 2019. Attorney Strauts reported that there was a quorum for the meeting.

Whereupon, Trustee Perreault moved to elect Dawn Majcen as Treasurer for the following year. The Motion was seconded by Trustee Gribauskas. Motion carried unanimously.

Whereupon, Trustee Perreault moved to elect Joseph F. Gribauskas, Jr. as Secretary for the following year. The Motion was seconded by Trustee Majcen. Motion carried unanimously.

Whereupon, Trustee Gribauskas moved to elect Wilfred J. Perreault as President for the following year. The Motion was seconded by Trustee Majcen. Motion carried unanimously.

Copies of the minutes of the regular meeting on May 14, 2019 were distributed to those attending the meeting and previously had been distributed to all Trustees prior to the meeting and posted on the web site of the District. Trustee Perreault moved that the reading of the minutes for the annual meeting be waived and that the minutes of the annual meeting be accepted as written. The Motion was seconded by Trustee Majcen. Motion carried unanimously.

Trustee Perreault described the history of the formation of the District and its relationship to the Lombard Fire Department. The Trustees discussed that the Village of Lombard has provided a high level of service to the whole district and that there was no need to change its relationship with the Village of Lombard Fire Department.

Whereupon, Trustee Perreault moved and Trustee Gribauskas seconded the motion that the District will maintain its relationship with the Village of Lombard Fire Department for fire protection in accordance with the existing contract with the Village of Lombard. Motion carried unanimously.

Whereupon, the Trustees considered the Treasurer’s report and recommendation to adopt the tentative budget. Trustee Majcen presented the proposed budget and described the budget process, including a comparison to the prior budget and the Assessed Property Valuation of the District. The Trustees considered the amount of the 2019 levy that is based under the truth in taxation law as 105% of prior levy. The Trustees then discussed the tentative budget, the actual expenses paid during the last year, and amounts appropriated in the budget for 2019.

Trustee Perreault opened and called to order the Public Hearing on the proposed Budget and Appropriation Ordinance. The Motion was seconded by Trustee Gribauskas. Motion carried unanimously.

There were no members of the public present at the Public Hearing that wished to be heard. Thereupon, Trustee Perreault moved to close the Public Hearing. Motion seconded by Trustee Gribauskas. Motion carried unanimously.

Whereupon, Trustee Majcen moved that the proposed budget be adopted as the 2019 Budget and Appropriation Ordinance in the form of the Ordinance No. 102 which had been prepared by the Attorney for the Fire Protection District. Trustee Gribauskas seconded the motion. Motion carried unanimously.

Whereupon, Trustee Majcen moved that the 2019 Levy Ordinance be adopted in the form of the Ordinance No. 103 which had been prepared by the Fire Protection District Attorney. Trustee Gribauskas seconded the motion. Motion carried unanimously.

Whereupon, the Fire Chief reported on the activities of the Lombard Fire Department and the provision of services to the District. The Fire Chief presented a written report of the Department’s activities in the District during the last year. The Lombard Fire Department responded to a total of 503 calls to the District of which 404 were for Emergency Medical Services. This is an increase of 4.6% over the prior year. The Department reported that the average response time for all incidents to the District was five minutes and forty-two seconds. There was an increase of 10 seconds in the response time for EMS services. This is an increase of 35 over last year. There were three structure fires resulting in approximately $110,000 of estimate property loss.

As new business, the Fire Chief requested that the Trustees adopt the building and fire code of Lombard for the District for new construction and development. The board discussed this request in general and requested that the Village present a proposal at the next regular meeting.

As the legal report, the District attorney reported that she completed the annual training as the Open Meetings Officer and as the Freedom of Information Officer and the Ethics Training for Du Page County. There were six FOIA requests filed and answered this year.

Whereupon, the Trustees determined that the next regular meeting for this fiscal year is set for Tuesday May 12, 2020 at 7:00 and that the budget hearing and annual meeting for 2020 is set for Tuesday September 8, 2020 at 7:00 p.m. All meetings shall be held at the Lombard Fire Protection Department Station #2, 2020 S. Highland Avenue, Conference Room, Lombard, Illinois 60148. The President shall call special meetings as required for the orderly administration of the District.

Whereupon, Trustee Perreault moved and Trustee Gribauskas seconded a motion to adjourn. Motion carried unanimously.
